Just before the game starts, she was on patrol with her partner Night Owl when she was supposedly kidnapped by Phyiria, one of the corporate giants in this new world. Their leader is a genius along the lines of Einstein, but crippled, and with a severe dislike for being in the public eye. He is one of the biggest supporters of the OWG and they respect his property. Camera's showed Lusty Devil walking into his facility of her own free will, there was no one with her when it happened.
Night Owl didn't take it kindly when he was told to drop the subject that there was nothing the OWG could do since there was an agreement that what ever happened in Phyiria's buildings was their business and the OWG could not interfere. But since she entered of her own free will, she would return when she was ready, because an Ally of the Government would never kidnap a Government agent.
The PC is originally approached as a hero from the war, and he is asked to help rescue her.
